Abstract

The policy forum “Beyond Anti-Corruption: Good Governance and the End of Poverty” will present insights from seven years of research by the Institute of Philippine Culture (IPC) on national government anti-poverty programs that focus on empowerment and good governance. Conducted by the research team led by IPC Research Associates and Philosophy Department faculty Dr. Agustin Martin G. Rodriguez and Mr. Albert M. Lagliva, the studies are the result of the sustained and long-term interdisciplinary engagement among the IPC, the Department of Philosophy, and the World Bank in analyzing the impact on the marginalized of government programs designed to end poverty through good, empowered local governance. These anti-poverty programs include the Kapit-Bisig Laban sa Kahirapan – Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS) of the Department of Social Welfare and Development (DSWD), and the Bottom-up Budgeting (BUB) Approach of the Department of Budget and Management (DBM), the National Anti-Poverty Commission (NAPC), the Department of Interior and Local Government (DILG), and the DSWD. In this policy forum, the speakers will share their thoughts on the principles and potentials of these programs as means to create genuine and sustainable development.
